The concept of the Smart City has evolved considerably over the last two decades, moving from a primarily technology-oriented vision toward a more multidimensional and citizen-centric paradigm. Early industrial perspectives emphasized the use of information technologies to improve the efficiency of urban operations. IBM, for example, characterized the foundations of a smarter city through three complementary principles: instrumented, interconnected, and intelligent. Instrumented cities rely on sensors and other mechanisms to collect real-world data; interconnected cities integrate and communicate these data across infrastructures and services; and intelligent cities exploit analytics, optimization, and visualization to support operational decision-making.
A broader conceptualization was proposed by Giffinger et al., who identified six major dimensions of a Smart City: smart economy, smart people, smart governance, smart mobility, smart environment, and smart living. This framework emphasizes that urban intelligence cannot be reduced to technological infrastructure alone, but must also encompass economic, social, environmental, mobility, and governance dimensions.
Similarly, Nam and Pardo proposed a multidimensional framework structured around technology, people, and institutions. According to this perspective, a Smart City requires the integration of infrastructures and technology-mediated services, the development of human and social capacities, and governance mechanisms that promote institutional improvement and citizen engagement.
More recent perspectives therefore increasingly associate the Smart City with data-driven and participatory urban governance. Contemporary smart-city systems combine sensing infrastructures, communication networks, cloud and edge computing, artificial intelligence, and geospatial technologies to monitor urban environments and support decision-making. Citizen participation is consequently becoming an important component of the Smart City paradigm, as residents can contribute real-time information about problems encountered in their neighborhoods. This evolution provides the conceptual foundation for citizen-reporting systems such as the platform proposed in this study.
